Pyongyang insisted that the USA should reciprocate to the North's suspension of missile launches and nuclear tests and other goodwill gestures such as the return of remains of American troops killed in the Korean War.

North Korea went ahead with the return of the remains of some USA soldiers killed in the 1950-53 Korean war in a goodwill measure aimed at breaking down mistrust between the countries, it said. The station had been used to test major long-range ballistic missiles and satellites.

White House national security adviser John Bolton said Tuesday North Korea has done little to denuclearize, almost two months after the country's leader, Kim Jong Un, met with President Donald Trump. In February 2016, the North launched its Gwangmyeongsong-4 satellite at the site, a month after the fourth nuclear test, according to Hankyoreh.

The rival Koreas plan to hold high-level talks on Monday to prepare for a third summit between their leaders, as Pyongyang called on the United States to reciprocate its "goodwill measures" by easing sanctions and stopping demands that the North denuclearize first. The letter was handed to North Korean Foreign Minister Ri Yong Ho during the weekend.

The statement cited US officials who are "going against President Trump" and his intent to advance relations between the two nations, saying that the president has expressed "gratitude to our goodwill measures" implemented as part of the agreement.

The United States was "attempting to invent a pretext for increased sanctions against the DPRK".

The White House and State Department did not immediately return requests for comment.

The country claimed that the U.S.is denying it "basic decorum" and is clinging "to the outdated acting script which the previous administrations have all tried and failed", warning that they "cannot expect any progress in the implementation" of the joint agreement between the two countries reached earlier this year.
