On July 16, Russian President Vladimir Putin reiterated at a joint press conference with his U.S. counterpart Donald Trump that Moscow had not meddled in election processes in the United States and was ready to cooperate with Washington within a joint working group on cyber security.

Paul says he was honored to deliver the letter from President Trump.

The Kentucky conservative said the letter emphasized "the importance of further engagement in various areas including countering terrorism, enhancing legislative dialogue and resuming cultural exchanges". In a release, his office said the letter was given to representatives of Putin because the Russian president has been out of Moscow all week.

Trump was widely criticized in the US for his performance at the Helsinki summit as he appeared to embrace Putin's denial that Russia had interfered in the election, equating the Russian leader's stance with the USA intelligence community's finding that Russia had sought to help Trump win.

The increased diplomacy between the two nations occurred after President Trump met with President Putin in Helsinki, Finland, in July.

Trump soon after his summit with Putin had invited the Russian president to Washington this fall, but Trump's national security adviser, John Bolton, later said any meeting would be put off until 2019.

Trump's meeting with Putin received lower marks, with 23 percent calling it successful and 35 percent calling it unsuccessful.

The White House told Fox News that Paul asked Trump to write a letter of introduction to the Russian leader.

The Trump administration has prepared an eight-page draft of an executive order that would allow the White House to sanction non-United States citizens for meddling in US elections.

Trump sparked outrage by largely accepting Putin's word over that of his intelligence agencies at the Helsinki news conference.

The president has called special counsel Robert Mueller's investigation into possible ties between his campaign and Moscow a "witch hunt".

The president later corrected some of his remarks, saying he misspoke.

The document sheds light on the relationship between the U.S. and Russian Federation, pointing to a continuation of disarmament dialogue that has been going on for several decades.
