Florence was seen as a major test for the Federal Emergency Management Agency, which was heavily criticized as slow and unprepared a year ago for Hurricane Maria in Puerto Rico, where the storm was blamed for almost 3,000 deaths in the desperate aftermath.

Florence was downgraded to a Category 1 hurricane on Thursday evening with peak winds of 90 miles per hour (150 km/h).

About 1.7 million people in North Carolina, South Carolina and Virginia have been put under voluntary or mandatory evacuation orders to avoid what emergency officials called a "once in a lifetime" storm.

The National Hurricane Center said the storm's strength should continue through Thursday.

"Its slow movement will allow rain to continue to pile up in areas from Jacksonville to Wilmington seeing as much as 10" to 20" of rainfall.

After landfall, the storm is expected to linger over the area for a few days, which would result in rising river levels and lakes.

Not everybody was heeding orders to evacuate, however.

Officials found a basketball-sized hole in the hotel wall and other life-threatening damage, with some cinder blocks crumbling and parts of the roof collapsing.
