Judge Stays Affordable Care Act Ruling

The coalition, led by California Attorney General Xavier Becerra, is arguing that O'Connor's decision is erroneous and "wrong-headed", Becerra said on a call with reporters.

A little over 1 million Texans will be covered under the Affordable Care Act this year, a slight drop from 2018.

As the appeal moves forward, it will focus on the two issues that Judge O'Connor did decide in a final way: first, that the ACA's individual mandate - requiring more Americans to obtain health insurance or else pay a financial penalty - was beyond Congress's legislative power and thus is invalid, and, second, that Congress would have passed none of the wide-ranging ACA law if the law did not contain the individual mandate provision.

The notice of appeal filed Thursday is in line with earlier promises to challenge a federal district court judge's December ruling, which ultimately sided with Republican state attorneys general who brought the challenge to the ACA.

About 500,000 Oregonians gained health coverage between 2013 and 2017, dropping the uninsured rate from 14.5 percent in 2013 to 6.2 percent today.
