After a 35-day partial government shutdown that prompted the House speaker to postpone Donald Trump's State of the Union address, the President finally arrived Tuesday night on Capitol Hill. With another shutdown deadline looming, the president has few options for getting Congress to fund a border wall, and he risks further alienating his party if he tries to circumvent lawmakers by declaring a national emergency instead.

Millions of Americans are expected to watch the address on television, giving the Republican president his biggest opportunity to date to explain why he believes a barrier is needed on the U.S. southern border with Mexico.

US President Donald Trump shakes hands with Speaker of the House Nancy Pelosi.

She has shown no sign of budging from her opposition to Trump's wall-funding demand.

Trump's speech will impact the congressional border security panel that is slated to develop a budget for the Department of Homeland Security by February 15, and will likely reveal some information about his views towards a pending White House proposal about immigration and the economy.

"You're also going to see the president call on Congress and say, 'Look, we can either work together and get great things done or we can fight each other and get nothing done.' And frankly, the American people deserve better than that".

Mr Trump continued to push his wall in a Tuesday morning tweet ahead of his evening remarks, noting that the Pentagon has sent more troops to the United States southern border. "We can bridge old divisions, heal old wounds, build new coalitions, forge new solutions and unlock the extraordinary promise of America's future".

"Simply put, walls work and walls save lives".

Mr Trump's speech should also mention what issues he plans to focus on ahead of the 2020 election.

In this, he promised to keep rates "the same or less" than the current plans by T-Mobile and Sprint, for at least three years. T-Mobile is still trying to complete its acquisition of Sprint and merge the two into the New T-Mobile.

On CBS Sunday, President Trump suggested once again that he'd shut down the government another time if he doesn't get the funding he wants.

With hundreds of thousands of Americans going unpaid, Mr Trump ultimately agreed to re-open the government for three weeks to allow negotiations on border security to continue. Senate Majority Leader Mitch McConnell (R-Ky.) privately cautioned Trump last week that doing so could divide the GOP and told the president that Congress might pass a resolution disapproving an emergency declaration.

Mr Trump also will address foreign policy, including support for an effort to coax Venezuelan President Nicolas Maduro into leaving power and declaring the Islamic State militant group all but defeated.

At some point on Tuesday, Trump is expected to announce the date and location of his next summit with North Korean leader Kim Jong Un.

Pelosi essentially barred Trump from delivering the State of the Union in the House Chamber until the shutdown ended.

Trump devoted much of his speech to foreign policy, another area where Republicans have increasingly distanced themselves from the White House.

Representative Pramila Jayapal said on Monday she would invite climate scientist Lisa Graumlich, dean of the College of the Environment at the University of Washington, to underscore the climate change issue.

Administration officials say the White House has also been weighing several "moonshot" goals.

Trump's address will have a theme of "Choosing Greatness" and will also feature a prolonged review of the administration's foreign policy achievements and vision, spanning North Korea, Venezuela, the Islamic Republican of Iran, the fight against the Islamic State, the US presence in Syria and the future of the USA role in Afghanistan.
