Gavin Newsom took the stage in Sacramento to give his first "state of the state" address.

As has been noted, in the overview Ocasio-Cortez released regarding her "Green New Deal", it stated, "Totally overhaul transportation by massively expanding electric vehicle manufacturing, build charging stations everywhere, build out high-speed rail at a scale where air travel stops becoming necessary, create affordable public transit available to all, with goal to replace every combustion-engine vehicle".

"We do have the capacity to complete a high-speed rail link between Merced and Bakersfield", he said, rejecting as "wrong and offensive" any claim that this would be a 'train to nowhere'.

As for the other alleged benefits of the high-speed rail, the Reason Foundation (the non-profit that publishes this website) has been warning all along that the train would lose millions of dollars a year, wouldn't be anywhere near as fast as promised, would cost too much to ride, and would not reach anywhere near the ridership estimates that the California High-Speed Rail Authority projected.

The agency charged with building the line has estimated it would cost $77 billion to complete, with a mix of state, federal and private money.

Specifically, the governor proposed delaying construction of a train connecting Los Angeles and San Francisco - let alone the larger goal of Sacramento to San Diego - and instead focus on a route between the smaller Central Valley cities of Bakersfield and Merced. "There's been too little oversight and not enough transparency". "I wish there were", he said.

"Taking care of each other, showing courage when it matters most - this is what we do in California", the governor said after recognizing Pierce in the Assembly gallery.

Gov. Gavin Newsom delivers the State of the State Address at the California State Capitol, February 12, 2019. The main reason: if the project was canceled the state would have to return $3.5 billion from the federal government.

California Democratic gubernatorial candidate Gavin Newsom speaks after being elected governor of the state during an election night party in Los Angeles, California, U.S. November 6, 2018. Key among those was his decision to scale back high-speed rail, which Republicans in the state have derided as an expensive boondoggle. Jerry Brown's head of the state board that overseas the project.

Newsom also said the state faces "hard decisions that are coming due" on clean water, housing and homelessness.

Newsom rebuked President Donald Trump again on border security after saying Monday he will withdraw most of the state's National Guard troops from the Mexico border.

"Last week, we heard (Trump) stand up at the State of the Union and offer a vision of an America fundamentally at odds with California values", the excerpts read. "He described a country where inequality didn't seem to be a problem, where climate change didn't exist, and where the greatest threat we face comes from families seeking asylum at the border".

Newsom, though, said there's been a "gray area" in the troops' duties that may have allowed some to inadvertently participate in immigration activities.
